Before the mute h there are elision and liaison:

deux hommes
l'homme
H mute occurs in words of Latin and Greek origin (exception: héros, hiérarchie have h aspirated).
There is no elision or liaison before aspirated h:
il est haut
la haie
je hale
le harem
